The full picture
The colony is annual, and the nest is never reused
Social wasp colonies are annual. Only newly mated queens survive winter at all, overwintering alone in leaf litter, loose bark, or similar shelter — every worker, and the old queen, die off once the weather turns. There is no fixed number of weeks that guarantees this: a single light frost is often not enough, and well-insulated ground or wall-void nests can survive several frosts before a colony is actually finished. What reliably ends the colony is a sustained hard freeze, air temperatures well down into the twenties Fahrenheit for a real stretch. In Manchester (USDA hardiness zone 5b–6a) the ordinary first 32°F freeze averages around October 19 (National Weather Service climate normals), and the deeper sustained freeze that finishes a colony typically follows that by some weeks, later in autumn. Only a small number of newly mated queens carry the species forward, each starting an entirely new nest from scratch the following spring — never picking up where an old nest left off.
Why the same general spot can still see wasps again
Area-level attractiveness is real and distinct from nest reuse: a sheltered eave, a warm microclimate, or an easy gap into a wall void can appeal to a new queen the same way it appealed to last year's, simply because those physical conditions haven't changed. This is why homeowners sometimes describe 'the wasps came back' when what actually happened is an unrelated queen making the same reasonable choice a previous, unrelated queen made.
What this means for prevention
If a location keeps attracting new nests year after year, the more effective response is addressing the underlying appeal of the spot — sealing an opening, reducing shelter — rather than assuming last year's colony is somehow persisting. Removing an old, inactive nest is reasonable, but it won't by itself change whether the location remains attractive to a completely different queen next spring.
