Two different moths, two different winter habits

"Moth" covers a lot of ground, and the winter answer depends on which kind you mean. Outdoor moths — the ones that flutter around porch lights in summer — are seasonal. They lay eggs, the population declines with cold, and most species overwinter dormant as eggs, pupae, or occasionally adults in sheltered outdoor spots, largely invisible until spring.

The moths that matter for this question are the two indoor species: webbing and casemaking clothes moths, which feed on wool, silk, fur, and feathers, and the Indian meal moth, which feeds on stored dry food — flour, grain, cereal, dried fruit, pet food, birdseed. Why the furnace is the whole story

Winter offers these moths no disadvantage at all; if anything, closed windows and reduced housecleaning activity in some homes can mean less disturbance to an active infestation.

What actually stops it (and what doesn't)

Because the damage is done by larvae, not the flying adults, the fix has to target the source rather than the moths you can see. For clothes moths: inspect wool, fur, and feather items in dark, undisturbed storage — the back of a closet is exactly the low-traffic spot they prefer — and launder or dry-clean infested items, which kills eggs and larvae. For pantry moths: find the infested package (it's often something already brought home contaminated from the store), discard it, and clean the shelf where it sat, since larvae wander before pupating.

What doesn't work: waiting for winter to pass. Pheromone traps catch adult male moths and are quite useful for confirming an active infestation and roughly locating it, but they don't remove larvae already feeding in a sweater or a bag of flour. That's monitoring, not treatment — cheap, honest, and worth doing, but it's not the fix by itself.
