Which birds actually nest in vents — and why the species matters legally
Vent-nesting on houses is dominated by three species: European starlings, house sparrows, and rock or feral pigeons. All three are non-native to North America, and per the U.S. Fish and Wildlife Service's Federal Register list of species the Migratory Bird Treaty Act does not apply to, none of them is federally protected — their nests can legally be removed at any time. That is a genuinely different legal situation than a native bird, which cannot be disturbed while actively nesting. Before anyone touches a vent nest, identifying the species is the first real step, not an afterthought.
