What's actually going on
Not hibernating — diapause on a pre-built fat reserve
Precision matters here, because a whole cluster of old questions asked essentially the same thing using imprecise words. Entomologists describe what Harmonia axyridis does as diapause: a hormonally regulated, programmed developmental arrest, distinct from the true hibernation that bats undergo — across Anchor's coverage of winter pests, bats are the one animal that earns the word hibernate. Everything else, including this beetle, is dormancy or diapause. Koch's 2003 review in the Journal of Insect Science lays out the physiology: beetles enter winter with an empty digestive tract and an enlarged fat body, and cold-hardiness rises as the season progresses — in one well-studied population the point at which body fluids would freeze dropped to roughly minus 19 degrees Celsius, correlated with a build-up of a sugar-alcohol compound in the hemolymph. No feeding, no drinking, no reproducing, and very little movement — just a slow burn of stored fat, engineered to last until spring.
Why they show up at a window in February — and why that isn't new activity
Diapause isn't absolute stillness in every hour of every day. University of Minnesota Extension notes that mild, sunny winter days can wake dormant insects, and beetles that rouse tend to move toward light and toward windows as they try, unsuccessfully, to get back outside — University of Kentucky Entomology describes the same spring-emergence pattern. The important correction: every beetle a homeowner sees active indoors in winter or spring got in the previous fall. None of them are new arrivals, and none of them multiplied indoors (see do-they-breed-indoors for that mechanism specifically). Beetles trapped in a heated interior for the whole season also burn their fat reserve faster than it was built to last and often don't survive to spring, since there's nothing indoors for them to eat.
